prevent the Colonial Government from excavating sites or quarrying provided the stability of the Fort is not endangered and the efficiency of the defence is unaffected thereby in other ways - both of which conditions are to be determined by the ~ Military authorities _ and the pier will be kept open for the use

of the public, subject to military requirements.
